The state maintains 9,000 miles of state and town highways, yet only 180 miles currently include dedicated bicycle facilities meeting current design standards. Local road crews operate with average staffing levels 18 percent below those required for routine maintenance of existing shoulders, limiting capacity to add new markings or signage without external support.
Applicants must provide engineering assessments confirming that proposed routes avoid state highways with posted speeds above 45 mph unless separated paths are included. They must also demonstrate that at least 40 percent of target low-income households live within a 3-mile radius of the planned network, calculated using the most recent American Community Survey block-group data.
Budget submissions require separate line items for winter storage of bicycles and for liability insurance that meets Vermont Agency of Transportation minimums for shared-use paths.
