Vermont's Climate Resilience Planning Capacity Vermont's 14 counties contain 251 towns, 90 percent of which have fewer than 5,000 residents. Municipal planning capacity is constrained by volunteer selectboards and limited professional staff. State hazard mitigation plans identify riverine flooding and ice storms as primary risks, yet only 34 towns maintain updated local resilience annexes as of 2023. Capacity shortfalls are most pronounced in the Northeast Kingdom, where broadband access below 25 Mbps impedes real-time emergency coordination.
Infrastructure and Workforce Constraints in Vermont Vermont's transportation network includes 2,700 bridges, 60 percent of which are rated structurally deficient or functionally obsolete. Municipal workforce data indicate that 48 percent of town road supervisors will reach retirement eligibility within eight years, with few documented succession plans. Emergency management directors frequently hold multiple part-time roles, reducing dedicated planning hours below 10 per week in smaller jurisdictions.
Readiness Requirements for Vermont Programs Applications must include letters of support from the Vermont Emergency Management division and the relevant regional planning commission. Proposals require use of state-approved climate projection datasets from the Vermont Climate Assessment rather than national averages.
