Vermont's environmental youth programs confront a statewide volunteer and staff shortage. This demographic skew limits the number of supervisors available to oversee youth-led fieldwork on weekday afternoons.
The state's 251 municipalities include 34 with fewer than 500 residents; these towns often lack dedicated conservation commissions. Youth advocates therefore must secure meeting space and broadband access from neighboring towns or school districts, adding logistical overhead to policy-advocacy projects.
The described environmental advocacy program funds part-time AmeriCorps-style positions embedded within regional planning commissions. These positions provide on-site supervision and transportation coordination for teams working across town lines. Allowable expenses include mileage at the state rate and modest equipment stipends for water-quality monitoring kits.
