Summary

The program is especially designed for organizations that may lack extensive resources and want to build infrastructure, staff skills, outreach, or systems to support clean water work. The funding is not for construction or hardware-heavy infrastructure projects, but rather for institutional support — things like training, systems development, administrative improvements, community engagement tools, staffing support tied to capacity, outreach planning, and other foundational work that enables sustained impact.


The award is a fixed amount per applicant — in the recent cycle, the maximum was $35,000 — giving organizations flexible breathing room to invest where they need it most. Applicants are asked to submit a plan that describes which capacity gaps they will address, what steps they will take, and what outcomes they expect (e.g. improved workflows, better community relations, stronger staffing or volunteer base, more effective financial or operational systems).


Application windows open in late summer (e.g. August) and close in early October. Approved groups execute their capacity plans over the following year. This grant is intended to run on an annual or recurring cycle, making it a predictable opportunity for organizations to build themselves up over time — although funding is subject to state budget and administrative availability.
