Vermont Rural-Urban Food System Coordination
Vermont maintains 6,800 farms on 1.2 million acres, yet 60 percent of public-school food budgets still purchase from national distributors rather than in-state producers. The state’s 14 counties exhibit sharp differences in processing infrastructure: Chittenden County hosts two USDA-inspected meat processors, while the Northeast Kingdom has none. This imbalance forces schools in Essex and Orleans counties to rely on frozen product trucked from Massachusetts.
Milk and vegetable producers face seasonal price volatility that complicates forward contracts with school districts. Without coordinated aggregation points near Interstate 89, smaller farms cannot meet minimum order volumes required by central kitchens in Montpelier and Burlington. Broadband gaps in 28 towns further prevent real-time inventory sharing between farms and districts.
Rural-urban coordination therefore requires documented participation in the Vermont Farm to School Network’s existing ordering platform. Applicants must show that at least three farms within a 50-mile radius of the participating school have secured cold-storage space or mobile refrigeration units. Budget narratives must separate costs for aggregation versus direct farm deliveries.
Vermont differs from New Hampshire in that Act 148 mandates source-separated food waste collection at all schools by 2027. Proposals must include plans for composting or anaerobic digestion partnerships to remain compliant with state solid-waste rules. Reviewers also verify that produce meets the Vermont Agriculture Department’s farm-and-food certification standards rather than generic local-food definitions.
