Vermont’s small overall population and dispersed settlement pattern create acute barriers to consistent peer support participation. Veterans living in the Northeast Kingdom travel an average of 65 miles to reach the nearest VA clinic, and winter road closures frequently interrupt attendance. Existing mental health provider density stands at one licensed clinician per 1,800 residents statewide, with even lower ratios in Caledonia and Orleans counties.

These conditions concentrate demand on a handful of VA community-based outpatient clinics that operate limited evening hours. Veterans who work in seasonal agriculture or tourism jobs report that standard daytime group schedules conflict with peak work periods. Demographic data indicate that 28 percent of Vermont veterans are age 65 or older, increasing the likelihood that transportation rather than stigma constitutes the primary participation obstacle.

The peer support circle model addresses these constraints by requiring host organizations to maintain at least two physical meeting sites per grant-funded region and to offer one virtual session per month using platforms compatible with low-bandwidth connections. Applications must document recruitment strategies that reach veterans through the Vermont Department of Forests, Parks and Recreation and through county-level offices of the Agency of Human Services. Reviewers evaluate whether proposed meeting schedules account for sugaring season and foliage tourism peaks that affect both participant availability and volunteer facilitator capacity.
