Vermont’s small secondary schools face acute per-pupil cost pressures because state funding formulas calculate base aid on average daily membership rather than on specialized program costs. Outdoor education initiatives must therefore demonstrate that added expenses for accessibility modifications will not exceed the district’s current excess spending threshold under Act 173.

Cost Constraints in Vermont

Schools with fewer than 250 students in grades 9-12 must submit a cost-per-participant analysis showing that transportation and adaptive equipment costs remain below $185 per student per semester. Districts in the Northeast Kingdom and southern counties without existing accessible trail infrastructure must document shared-service agreements with neighboring supervisory unions to spread fixed costs.

Vermont differs from New Hampshire because its Act 173 funding model requires pre-approval of any new program whose marginal cost exceeds 5 percent of the prior year’s special education expenditure.

Who Should Apply in Vermont

Nonprofit secondary schools that already participate in the state’s Flexible Pathways program and maintain current memoranda of understanding with local adaptive sports organizations qualify. Priority is given to districts whose special education population exceeds 18 percent of total enrollment.

Implementation Requirements

Budgets must itemize adaptive equipment purchases separately from general supplies, with no more than 12 percent of total requested funds directed to capital items.
